Can you Set all calanders read only for all mailboxes through Exch

We have about 800 email users and I have been givin the task to get all users
calanders read only for everyone. I don't want to have to visit each user to
help them set the permissions or trust them to do it if I send instructions.
Can this be set at the exchange level for all mailbox calanders?

Assuming you mean you want to let users B to Z have access to the
calendar of user A (and so on forth) then yes:
