Exchange 2003 POP3 issue

The POP3 service on the back end server appears to be running, but when users
complain that they cannot POP their email, I have tried to restart the
service at which point the service hangs with the message it is stopping.

Ok, so anything logged? Have you increased diagnostics logging on the
transport in ESM >>> Server > Diagnostics Logging.
Anything change of late or has it never worked?
