What is the best way to forward email to another email account after
the user has left the company or changed domains within the same
company...I know somewhere I read that you can do this within
Exchange, but i can't find the article...Anyone have ideas?

Set up a Custom Recipient and forward it to that?

If the old user has left the company, give his old email address to the
desired user as an additional email address.
