Alerts for "MSExchangeSA service is Stopped"

No problem here.  Just curious about something.  If the Exchange services
stop it generates an email alert when they're stop-pending, and another
alert after they stop.  How does the message even get into the queue after
the services have stopped, especially the SA service which the IS depends
on?  I guess IS doesn't depend on it for everything?

In Exchange 2007, the IS no longer has dependency on the SA.

What are you using for monitoring?

SBS 2003 Monitoring and Reporting.

Well, I dont how the SBS monitoring works, but I imagine it drops the
alert in the pickup directory and as long as the SMTP service is
running, its sent.
