Making Meeting Rooms A Resource

Is there a way that booking resources do not have to done by adding them as
a resource recipient?

Users always forget to do this and just add in the To or CC section. Then
the resource is not properly booked.

I am using Exchange 2003 sp2 with Outlook 2003 / 2007.

I'm not sure I follow you. The users are setting up meetings and *not*
specifying the resource mailbox? This is a trainng issue. When two people
show up for different meetings in the same conference room, maybe they'll
realize they've got to pay attention.

Yes, I know.....but many users are stupid.
