Exchange 2003 Not Delivering Emails to a Recipient that also Receives the Emails (They're Forwarded)

Here's what I mean:

Lucy's emails are set up (on the Exchange Server 2003) to
automatically forward a copy of emails to Bob. Now if someone sends a
message to Lucy and they cc Bob then Bob doesn't received the cced
email. He does receive the automatic forward from Lucy. Bob should be
getting two emails in this situation but he only receives one.

Is this just the default behavior of Exchange in this situation? Or
could something be wrong?

A rules-based forward creates a new message with a new message-ID.  The
alternate recipient setting in AD affects the way the message is routed, so
even if Bob were to receive two copies of the message they'd have the same
message-ID and Exchange would recognize them as duplicates.
