I setup a new Exchange 2007 server (Windows 2008). I'm still testing.
When I use telnet (telnet private-IP-address 25) from our network the mail
server acts fine.
When I use the same telnet from another place using the public ip address
(telnet public-IP-address 25) then there is no reaction from the server. I
opened port 25 on our router (NAT & firewall)
What else do I have to do?

What type of firewall?  Can you see in logging file on your firewall that
its actually passing through successfully?

Also the "other place" you are testing from may actually be blocking port
25. For example if you are doing this testing from your home machine.

You may need to set up a NAT policy telling the firewall how to handle
traffic on Port 25.

Many AV packages will block direct outgoing port 25 connections.  Check the
settings.
