Unable to bind to the destination server in DNS status

Hi, I get this status message for one domain only under the email Queues in
our Exchange 2003. It give us this problem only with 1 domain. We have
changed our internet provider a couple of days ago and we changed our WAN IP.
I reconfigured the network so it starts receiving on that IP and updated MX
records and last week I updated the PTR record.

We are unable to send emails to this specific domain from our server. I can
send from other email address though and they are not having problems
receiving from others.

ANy idea where could be the problem?

can you telnet to the remote domains email server on port 25
if you could see the NDR recieved by senders that might give you some clues
additionaly you might want look at the SMTPdiag logs http://www.microsoft.com/downloads/details.aspx?familyid=BC1881C7-925D-4A29-BD42-71E8563C80A9&displaylang=en

I have a router with 2 WAN Ports. If I disconenct the current one and go back
to myu old provider I am able to send emails. I am not able to telnet to the
domain from any of my providers though.

I downloaded the tool but it is not helpful.

Do you think it could be that my old ISP still have the PTR record?

This is an example of what we get after a previous message saying that is
has been delayed.

The following recipient(s) cannot be reached:

      Last, Firts on 6/14/2009 10:47 AM
            Could not deliver the message in the time limit specified. 
Please retry or contact your administrator.
            <mail.ourdomain.com #4.4.7>

Hi jose
This code typically indicates an issue on the receiving server
advise the the external domain to  use  dnscmd /clearcache (if they have
windows dns server or equivalent command in linux/unix ) on their  External
dns servers asuming your old isp does not have any dns records pointing to
you old ip address

Thanks for the info. Here is an update. I restarted our server yesterday and
now the emails won't go into a queue on the server, they will leave the
server but still they don't get them.

I requested our old ISP to delete the PTR record they had and they did it
today.

So where exactly do you think the problem is? Something cached on their end?
I believe so but not sure exactly what is it.
