Exchange Tabs missing in AD console

The Active Directory  Users and Computers management console is missing all
the Exchange Tabs, even though the Adminpak Tools have all been installed.

What could be missing ? I know other computers have the extra tabs.

You need to install the Exchange tools from the Exchange CD as well.

Have you installed the Exchange Admin Tools on the server (using Exchange CD) ?

Well you can download the ISO for the Exchange CD if you have an MSDN
subscription that gives you access to the server pieces. Other than that, no.
