Distribute new email format for all network users.

I have designed a new email format which I want all users to use when
creating new emails. How do I distribute the new email format and set it so
that it is used each time a user composes a new email? I had a look at the
Outlook Resource Kit for 2003 and it can set the new email formats to HTML,
RTF or Plain but I can't find anywhere where you can set a specific email
(stationery?) as the default for all users using the Global Policy.

Exchange 2003, Win2000 & WinXP, Outlook2002 & 2003.
