No OWA reply quotation?

Hello, I have noticed this peculiar problem that OWA sometimes does not
include the quotation when replying to mail depending on which computer it
is. This is not a major problem but I wonder what the reason is?

What version of Exchange?
What's the difference between the clients?

Exhange 2000, unfortunately I do not know the specific clients as users have
reported this when they have been travelling for business purposes but I
assume they used 2000/XP.
