Exchange 2003 connection problem

I was in a mixed enviroment , 5.5 / 2000 / 2003 exchange.
Switched to native mode , afhter a while the RUS cannot make smtp adresses
for new mailboxes, new adresses are not published in the adress books.
I have to use Adsiedit to make the mailbox in the mailboxstore visable
I discoverd that I forgot to decommision the 5.5 server..!!
The default RUS policy has the legacy exchange in it.
I have a front end serverexchange 2003 sp1 , and a back end server exchange
2003 sp2 that I am stil cofiguring for OWA, they are both stil in my windows
2000 domain , and are both standard edition .
I fixed the registry so my mailboxstore is now 40 GB .
The exchange FE was upgraded from windows 2000 , exchange 2000 to windows
2003 , exchange 2003.
What did I forget or did I do wrong that I cannot create new mailboxes for
the new users that I create in AD users and computers,...????
