Invite Attendees not availabe for public folders in OWA

running Exchange 2003 on Server 2003

when users access the public folder calendars via OWA and create a new
appointment , the "invite attendees" button is grayed out.

I found http://support.microsoft.com/default.aspx?scid=kb;en-us;329342 that
references Exchange2000, but I need to know if this behavior is expected for
EX2003 as well. I can't find any KB that applies to EX2003.

It's the same in E2003. In fact, it's the same whether you use OWA or
Outlook.
