Standardise email format for all domain users.

I have checked everywhere and have come to the conclusion that there is no
way to make all users use one email format. I have designed an HTML page
with graphics and company-specific details.

The only way to make this work is to:
- Distribute the HTML file to all users and ask them to save it to their
Outlook Stationery folder
- Ask each user to specify the Stationery as being the new HTML file

I can't figure out how each user is going to edit the user-specific info
like name, phone, mobile, etc. I can't use a signature because the email has
a graphic at the bottom and a signature will by default appear after the
graphic (ie. at the end of the email) and is not what management wants.

Any ideas? This must have been done before!!!????

Windows Server 2003, Exchange 2003, Win2K & WinXP clients running Outlook
2002 and 2003.
