Strange Permission errors - Sorry long post :(

Hi There I have a strange permission error within the outlook 2003 client.
Users are unable to print any of their emails, or use 'reply to all'. If they
do this they lose their connection to the exchange server temporarily and the
operation fails. A user with administrative privilages works ok. There is a
story that goes with this error, so please bear with me

1 X DC Windows 2003 SP1 schema, naming
1 X DC Windows 2000 SP4 PDC, Infra, RID, GC
1 X Windows 2000 SP4 + Exchange 2003 SP2

The inital issue that I was experiencing was that IIS was crashing when OWA
was being accessed. The server was upgraded from exchange 2000 to exchange
2003 6 months ago and all was tested ok. The client only started to use OWA 3
weeks ago and the IIS issue presented itself.
The final solution to resolve this issue was to use the microsoft method of
re-installing IIS and exchange. This is where it all went horribly wrong!!!

Re-installed exchange and all the entries for the SMTP/NNTP remained in IIS
and the OWA was not installed. Removed exchange and tried the
/disasterrecovery switch. I had the same results.

The next step was to remove the exchange org from the directory and
reinstall. Spent 2hrs to some clueless woman @ microsoft to arrive at the
same decision :(

Reinstalled exchange into the active directory. recovered the data. NNTP was
still defined within IIS manager and the OWA directory were present but could
not be modified. The server sort of worked. The GAL was also missing.

Discussed with the client the OS was corrupt. It needed to be reloaded.
Kudos to the client it was to be reloaded with Windows 2003. Did the install.
Everything was fine. The GAL was still an issue, it was in the end,the GC not
defined correctly.

Now I am just left with the issues described above. Now very fustrated!!!!
Just wanted to see if anyone had any ideas before I waste another 2 hours of
my life to a call center in India!!!!
