Increase the number of recipients. Think about it:
The limitation is supposed to be in the order of hundreds rather than
the few you have in your GAL. It's designed to prevent users sending
to thousands of addresses. If you have a user that is entitled to send
a single email to that many users then grant them permissions to send
to that many (i.e. remove the limitation)
Trust me, it need not be a problem if you structure and configure your
systems well.

Hi,

Not sure what you want us to do??

This is standard behaviour in Exchange 200x. When you send a message all
distribution lists are expanded so that the nimber of recipients can be
counted.

If you want to be able to have more recipients of an email you must make the
limit higher.

Hi,

Don't think so. I looked into this for a client of mine last year and found
this to be the case. So only thing I can say is that you must increase the
limit.

No.  It's a behavior change from Exchange 5.5 to 2000.
