Sending mail restrictions

Question regarding Exchange 2003 (with Windows 2003 server)
I know there are delivery restrictions available for inbound email (i.e.
only from corporate email addresses)
Can you put in restrictions for OUTGOING email -- such as can only send out
to certain individuals, groups, or a select domain address (like @abc.com
only)

You can make restrictions using multiple smtp connectors and setting
the restrictions on there. You will have a devil of a job (i.e.
impossible to manage) going so granular.

What is it you want to achieve really? Do you trust the users? Is
there a policy on acceptable use?
