I have Exchange 2000 running , and we cannot receive external email from some

Categorizer failures are usually DNS related.  run netdiag and dcdiag
on your network.  check your DNS with nslookup. when categorizer has
problems doing a directory lookup, that is where email gets stuck

Those tools won't help you with DNS problems.  If you run NSLOOKUP on your
Exchange server can you find the MX records for the domains the messages are
destined for?
