Possible to create contact objects with WebDAV in Exchange 2003 SP

I'm attempting to create contact objects using WebDAV with the method
describe here: 
http://support.microsoft.com/default.aspx?scid=kb;EN-US;296126.  I'm working
in a clustered environment with two (clustered) backend servers and a single
frontend server (not clustered).  I was able to create the contacts
successfully with Exchange 2003 SP1.

Recently, we upgraded to Exchange SP2.  The Exchange version on all servers
is now Exchange 6.5 (build 7638.2: Service Pack 2).  When I attempt to run
the VBScript described in the page above, I get an "access denied" error from
msxml3.dll. 

I know WebDAV changed with Exchange SP2, but should I expect this to work? 
If not, how can I script the creation of a large number of contacts for
various users?  This is part of a migration from Sendmail to Exchange, and
life would be much better if I could reliably automate importing contact
information for migrated users.
