Message size limits / exceptions for users

I want to allow some users to receive 75 meg + attachments and some to only
receive 3.5 meg messages. I set the lower limit as a global(I've tested the
Global Settings and SMTP Virtual Server) and the upper limit in AD Users and
computers. No matter where I set the lower limit it always takes precedence.
The users can never receive any message larger than 3.5 megs.

Any help is appreciated.

Indeed. Global should be high and the exception is the lower one,
applied to the greater number of users.

So I have to set a high global limit then go in and edit all of the other
users for the lower limit? That seems backwards to me. Wouldn't it be easier
the opposite way? I have a greater number of users who need a lower limit not
a higher limit. Thank you for the response. Is there another way to achieve
my desired results?
