I have set up a rules wizard in outlook which forwards any new messages
received to a home account that I have. The emails are not however reaching
my home account.

Is there something on Exchange that needs to be enabled to allow messages to
be autoforwarded using Rules Wizard in Outlook? Exchange also blocks out of
office notifications at present.
