Storage Problem - Space not freeing up...?

Our exchange server has essentially run out of room...250GB's of storage on
the drive total. I've gone through and ditched anything and everything I
could, reduced logging to 1 days worth, set retension of deleted items &
mailboxes to 1 day, had all 100+ users empty their deleted items and  delete
anything else they didn't need and gone through and purged a few old
mailboxes for old employee's. I've essentially ditched about 20-30GB's worth
of stuff but the actual storage used on the drive hasn't reduced at all. I
ran a backup last night thinking it was retaining that stuff until the
stores were backed up, still the same problem even after that backup.

What could I be missing? BTW, it's Exchange 2003 Enterprise.

I think I may have it, I guess the stores need to be defragged before the
reduction in capacity will show....So, I'm currently moving users out of
their stores into a temporary store then will delete that store, recreate it
and move them back (easier than actually defragging a store).
