Undeliverable messages

Hello,

I have users that intermittently get undeliverable email messages from the
Exchange 2003 System Administrator but at the same time the end user does
receive the email. The email is being sent to my users through an external
application (Remedy) but Remedy and Exchange 2003 are on my local LAN, so
these emails are being generated internally to my network.

I have two questions:
1. Why would the user get an undeliverable message AND actually get the
email at the same time?
2. What logs or diagnostics options inside Exchange 2003 might I want to
turn on to try and troubleshoot this? I was looking at turning on message
tracking - would this help me in this situation?
