How to change Language Encoding for the messages

Hi All,

My customer has an Exchange Server Standard 2003 installed on Windows Server
2003, English. By default all message coming in was Western European (ISO),
please anyone can teach me how to set it to change all messages to Unicode
(UTF-8) before other clients retrieve the emails.
