Setting up external email contact

Hello,

I am an exchange novice.  I am located in the US.  I have a user in our
China office that has had problems receiving email from us.  He setup a
seperate account (.cn)and asked me to create a contact for him here.  He also
asked me to have a copy of any email sent to his account here sent to his .cn
account.
Sometimes (and this is what I don't understand) emails are bounced back that
were addressed to his external address.  They come back with the following
error message:  Could not deliver the message in the time limit specified. 
Please retry or contact your administrator.  servername.domain name.com#4.4.7.
Another thing I do not understand is that the server that seems to be
delivering the message is located in the UK.
I believe error 4.4.7 means there may be a problem on the receiving end. 
The user says that we are the only ones unable to consistently send email.
How do I troubleshoot this?

Explain again what you say is in the UK?
Your mail server is trying to send a message to China and it's going
to the UK instead?

This is a reply to Mark Arnold.  For some reason the page is not loading
correctly when I try to respond to you.  The reply option is not visible and
I cannot scroll down to where it would be. 
Users are sending email to a user in China.  He had problems receiving email
from us so he setup a seperate acct (usern***@ourcompanyname.com.cn) and had
me send a copy of any email sent to him here to his .cn acct.
Most times this works, occasionally though we get an NDR from an Exchange
server we have in our UK office. The message says: Could not deliver the
message in the time limit specified. Please retry or contact your
administrator. sgiuk2k3mail1.spectra-gases.com #4.4.7.
