Free/busy schedule issues

I've been having trouble with some of my users not being able to see
certain user's free/busy data.  When they hover over the place where
the data should be, they get the message

No information.  No free/busy information could be retrieved.

I've run Outlook.exe /cleanfreebusy on one of the affected user's
machine, but it didn't help.  I'm using an Exchange 2003 server with
Office XP and 2003 on the client machines.
