free/busy time Exchange 2003 and Outlook 2000/2003

Using Exchange 2003 with Outlook 2000 and 2003 clients.  I have all my users
setup to show 12 months of free/busy information yet everyone only sees the
default 2 months of information.  Any ideas?

How did you set this up?
Outlook clients need to be configured to publish calendar for 12 months -
default is 2 months.

Yes all Outlook clients are set to publish 12 months of free/busy information.
