clear mailboxes from exchange?

We run Exchange 2003

We have a policy in place where if a user reaches or passes their mailbox
size, they will be unable to send/receive email.

Question is, most of them are to lazy to clear out say 5000 emails from
their Inbox. Is there a way to clear out individual mailboxes from Exchange?

Right now what we do is login to a PC with the users account, open Outlook
and do it for them. This is very time consuming.

There has to be a way to clear messages from Exchange. I can see the users
and mailbox size but no option to clear messages from mailbox. Thanks
everyone.

PS..Is there a 3rd party tool we can use?

You should take a look at mailbox manager which is part of Exchnage 2003.
