Routing Group in Exchange 2003

Hi There

My company running exchange 2003 sp2 with os Windows 2003 server sp1.
for the time being, all servers running in the same administrative group.
I'm planning to create another administrative group for another child domain
for Business Department.
The question is, do we need to create routing group in order to make them
communicate between administrative group? What happen if i don't create
routing group between two routing groups?

please enlighten.
