Troubleshooting Mail Delivery

I'm trying to figure out how to properly troubleshoot a problem with these
symptoms:

A user cannot recieve e-mail from an external domain, however other users
can recieve mail from this domain.  The same user cannot send mail to the
external domain.  The user does not have any restrictions on his account and
there are no limitations on his Exchange mailbox?  What can I look for, or am
I blindly stepping over something simple?

Hello Daniel,

Thank you for posting.

If I encounter this issue, I will perform the following tests to narrow
down/fix it:
1.    Confirm if the problem occurs only on the specific domain and the fixed
user.

2.    Make sure if it is a random issue.

3.    Verify if the sender will receive NDRs after sending mails out.

4.    Use telnet command to send a test mail on YOUR EXCHANGE SERVER.
XFOR: Telnet to Port 25 to Test SMTP Communication

Use the problematic user's SMTP address as the sender in this test.

5.    Enable message tracking on the Exchange server.
a. Start Exchange System Manager.
b. Double-click Server object.
c. Click the server you want to enable Message Tracking on, and then click
Properties.
d. On the General tab, click to select the Enable Message Tracking check
box and Enable Subject Logging and Display check box.
e. After the problem occurs again, go to Message Tracking Center and find
the email to the remote domain. Verify if the mail has been sent out via
SMTP virtual server.
f. Try to find the mail from the external domain. Make sure if your server
has received the mail.

6.    Recreate the user account.
