Importance Attribute - Just Cosmetic?

Does the importance flag serve any purpose other than hopefully alerting a
message recipient that a message should be opened ASAP? In other words, do
Exchange (or POP) servers expedite messages with high importance set?

No, it does not expedite message delivery.
