Exchange Archiving.

A few of my power users sometimes needs to refer back to emails from a year
or two ago. With exchange 2003 I'm not sure how to manage their mailboxes. I
feel uncomfortable to backup a huge mailstore just because of archived mail.
In prior years they used pst's & pop3 accounts, but then I would have to
schedule backups back to the server for their current pst's for incase their
laptops get stolen. Archived pst's got stored on tapes.
Is there a way that I can perhaps archive mail to a different store and put
it on tape backup or something? Can I export to PST's somehow?
I am aware that only Exchange in my SBS2003 can't create multiple stores.

Furthermore, when mail is archived, how does one access it to go and view
some old mail?
I am really not sure what to do here?
Assistance will be much appreciated.
