Public Folder Client Permissions exchange 2003

When users create Public Folders in Exchange 2003 sp2, how do I change the
default permissions that are applied to that folder?

Currently When a new folder is created, it sets folder permissions:
Default - Author
Anonymous - Contributor

I need to Change this....permantly, so that when a folder is created it
sets:
Default - None
Anonymous - None

you allow users to create top-level folders?  I don't...some users can
create subfolders of top-level folders...to set the permissions as you wish
them to be, set the permissions on the top-level folders...then new
subfolders will inherit those permissions...

In system manager or Outlook?

I believe top-level folders are the first level you can set permissions...I
wouldn't change the permissions any higher  than that...you can set
permissions on the top-level folders in the ESM, Outlook or using
PFDAVadmin...you can limit who can create top-level folders...see this:

pfdavadmin is a great tool for managing permissions on public folders...you
might want to familiarize yourself with that...
