How to prevent making mailboxes

Hi

Can some of you please help me with this 'problem'
How can I prevent a group of helpdesk users to be able to create and
delete mailboxes on one or more particular mailstores? (Exchange 2003)

Can't be that difficult though? Only i didn't find the solution yet

In order to add or remove mailboxes an AD admin must have a minimum of
Exchange read only admin permissions.  If you don't want them to be able to
add/remove mailboxes at all, then don't give the permission.  If you want
them to be able to add/remove on some stores but not on others, you'll have
to go in with adsi edit on the stores you don't want them to be able to
control and add explicit denies for list and view.
