Correct permission for adding delegates in Oulook??

Hello, I have strange problem! For my old user I can`t add new delegates in
Outlook - I get message " insufficient permission for this object". When I
create new user, so adding delegates works corretly. I compare permissions in
AD, but they are the same. Where can I looking for the error???
