Set Owner of Resource Mailboxe in Exchange 2000

My name Is Assaf and i am a system administrator in Polaris Company.
i read the article "Creating Resource Mailboxes in Exchange
2000" (http://www.msexchange.org/tutorials/MF019.html)
I have a question, i will be glad if you could answer it
I set few resources in our company, few of them are vehicles.
the idea is that the employees will be able to "order" another
employee's car when he is not using it.
i am using windows 2000 server and exchange 2000

how can i set that a resource belong to a specific employee?
that when another employee is trying to schedule an "order", an email
will be sent to the owner of the resource
asking his permission.

I will be glad if you help with this

Ownership of a mailbox is set in the mailbox rights.  An administrator can
change those to allow someone to have full access to a mailbox.

A mailbox owner can set rights of individual folders using Outlook, so an
owner can allow another user whatever rights he wants him to have.

can you explain me how to do that?
i only want that when someone access the resource calender and add an
appointment
an email will be sent automatically to another user that "is in charge
on the resource" asking his
permission to set the appointment.
