How to automatically forward email to multiple addresses

I am using Exchange Server 2003.
I need to have all the incoming email from a former employee forwarded to 2
other existing employees.  I tried to put 2 addresses in the Delivery Options
for the former employee, but it will only take one address.
Is there any way around this?

You could create a distribution group w/those two employees' mailboxes in
it, and forward to the group.

However, this creates a lot of traffic & duplicated mail. When employees
leave, I don't forward anything. Instead, I grant their
supervisors/replacements/whatnot "full mailbox rights" so they can open the
mailbox in their own Outlook profiles, and monitor it there. After some time
I remove the user's SMTP address from the mailbox so it doesn't get any new
mail - and the replacement/supervisor copies whatever they need out of the
old mailbox, and closes it. Then it can be deleted if you wish.
