Distribution lists with restricted access receiving unauthorized m

Exchange server 2003 with Outlook 2003 environment.  I use several
distribution lists with restricted access, i.e. I specify only certain users
that can send email to those lists.  if a user from outside the organization
sends an email to the list, should it not be blocked ?  I cannot use the
"authenticated users only option as I do require that some users from foreign
systems be able to send email to this list

any insight would be appreciated,

thanks

I'm afraid that it's all or nothing.  Anybody sending from a foreign list is
unauthenticated.

So if I understand this correctly, when I create a distribution list and
specify that only 3 people in my exchange organization and 3 people from the
company next door can send to the list, what it really means is that 3 people
in my exchange organization plus everybody in the world outside my
organization can send mail to that list - is that correct ?
