problem sending mail to 2 domains

I've tried everything but can not figure it out.

We are using exchange 2000
windows 2000

I can send email to both domains from my home personal account but can
not send email to those same accounts though the exchange.
All other email is fine to all other domains.

the first domain is bcbsne.com
I checked the NS lookup - mx records both at home and at the exchange
and they are identical.  I can telnet into their email/exchange and
have their server answer back yet what happens is if you send the
email from work (exchange) it will not send  and you get a delay, then
eventually a timeout mail failed.

Both my home account and work account is using the same ISP.
The exchange uses it's own DNS lookups - of which i checked and both
are the same also.

The second domain is  Marsmedical.com
this one initally failed both at home and work but working with their
IT tech, he noticed that the exchange 2007 has a new option called
SCL. He changed it to a higher number which allowed my home email to
send but the work email still failed.

sending to either email address you just get a "delayed" then "failed"
EX: Could not deliver the message in the time limit specified.
Please retry or contact your administrator.

Are you Relaying your Exchange mail off your ISP mail servers (Smarthost)?

no, it's setup as a direct send as a fully qualified domain.

I would suggest setting Smarthost to your ISP mail servers.  If you can
telnet to both domains SMTP server from your Exchange server and get a
response, then its DNS related and mostly likely they are blocking you.
Very unlikely they will whitelist your IP but trying never hurt.  Remember,
your home email account is actually an email account that resides on the
ISP's mail server, thus its working.  I would also check to insure you have
a Reverse DNS lookup record for your domain at www.dnsstuff.com.
