Import Contacts to Centralized List

A client of the company I work for would like to import his Outlook
Contacts Information and store it into a centralized contacts list on
the server so that everyone has read-only access to it, and one
person
can update it. Can anyone tell me how this can be done?

You'll want to create a public contacts folder (you have to creat it in
Outlook, while logged in as a user with permission to create folders at the
level you want). Set the permissions to Reviewer (for any mail-enabled
security group containing all your users). You and Administrator can have
Owner permissions; give the business owner & whomever will be responsible
for maintaining it, "Editor" rights. He can then select & copy his contacts
into the public folder.
