can not send to 1 domain

Im having a problem with one domain bcbsne.com
I can send to any other domain but for some reason exchange trys to
send it (creates a internet mail session on the smtp que)
but in the log file it doesnt even record trying to connect to the
domain.
the only error codes i get is email delayed then eventually i get the
Could not deliver the message in the time limit specified. Please
retry or contact your administrator.

system default message that tells me nothing.

I can do a NS lookup and DNS lookup on their domain on the server that
has exchange on it.
I can ping the emailscan4.mci.com and also telnet 25 into that server
(briefly before it kicks me out)

If it's kicking you out when you telnet to port 25, then it doesn't like you
for some reason. You could contact the postmaster of that domain and ask.
I suspect that they've implemented some sort of antispam measure, like a
reverse DNS SRV record lookup, blacklisting, or some such that has caught
you in its web.
