Viewing Public folder file through OWA

Aldo

I have created a public folder so that our board members can access the
monthly agenda through the OWA instead of actually e-mailing the agenda due
to its size. When I move a copy of the agenda in the folder we can see it and
open it on the network and we are able to open the folder and see the
contents in OWA but when we try opening the file through OWA we get an error
403 "you are not authorized to view this page." Any suggestions would be
greatly appreciated.
