Lost of marked vowels

When an application send an email to our domain, exchange erase the vowels
with tilde for example for the word México in the message appear Mxico.

In a normal message all the wolrds appear with out problems, but only whit
this application erase the vowels.

The format of the message its HTML.

I hope some body can help me.

I've never seen Exchange do that.  I would investigate your application.

Dear Ed.

I'm going to give you more informaciton about this case.
we haven´t frontend and backend.
we have only 3 mails whit POP3 and in this case all the text apear with out
problems.
But in all ours addreeses whit exchange appear this error.

The server its exchange 2003 and the clients are with MS outlook 2003.

how can I find the error?

You're using a POP mail connector?  I would talk to the vendor of that
product.

Dear Ed.
Our vendor is SABRE and the application iths Virtually There.
They are using the format UNICODE (UTF-8).
and we are using the format Latin  9 (ISO-8859-15)

we have a Anti Spam  InterScan Messagin Security Suit by Trend Micro.
and in this software appear the message with out changes.

i have a new notice
in the POP3 outlook express account when i made a change of configuration
in the server in the secciton of GLOBAKL SETTINGS, INTERNET MESSAGE FORMAT
and the properties for DEFAULT in the tabb of MESSAGE FORMAT i change the
mIME and NO-MIME characters. the default appear 8EUROPEAN WESTERN(ISO 8859-1)
i do a change for (UNICODE UTF -8).

With this change in the POP3 account appear a SUQUARE in the vowels.
