IMF tab is not there

Hi

I have an Exchange 2003 SP2 running, and I have some trouble with my
IMF.

That is, I haven't used it since it came with the SP2 pack.

When I go to the Properties under SMTP protocol, I can enable the IMF,
but when I go to the Message Delivery Properties, the IMF tab is not
there.

I have been in the register and added a DWORD (ContentFilterState)
with the value of 1.

When I run Windows Update, it finds the latest IMF update (KB907747)
but it won't be installed. (Get a Failed Update)

I am administrator when I log on my Exchange server.

So, the question is how can I enable IMF on my Exchange, and see it on
the Message Delivery Properties?
