Troubles abound!  Exchange 2003 up to date.  I have a user that is
emailing a lot.  I know because the log files grow 4 times bigger on
this one server than all the others.  Is there a easy way to find out
which person is mailing so much so I can hunt them down and shoot
them?

Enable Message journaling temporarily for a day or two.

If need be, you can control the users mailbox delivery options under
Exchange General Tab with Delivery Restrictions.
