I am checking the Exchange 2003 SP2 online help and I read that by default
the senders get the NDRs. If we enter an email address in the "Default SMTP
Virtual Server Properties"'s "Send copy of Non-Delivery Report to:", then
ALL NDRs would only go to one email address. Then this option would stop the
senders from getting NDRs too.

Also, a couple of weeks ago I research and discovered that public folders
can not get any NDRs. Is this accurate?

Are there any workaround or the above is the only working options?

What about in Exchange 2007, are there more options when it comes to
choosing who gets NDRs?

Only if they misaddress mail or if the mailbox isn't accepting delivery etc.

No....not so. You would just get a copy for your reading pleasure (if you
wanted this for some reason)

Yes.
