Cannot Create Address List

Hello all,

I am having a torrid time trying to create a new offline address book as
every user's outlook has the below error in sync issues.
09:34:16 Microsoft Exchange offline address book
09:34:16     0X8004010F

But when in systems manager trying to create/rebuild a new OAB the error in
Application event log appears.
Event Type:    Warning
Event Source:    MSExchangeSA
Event Category:    OAL Generator
Event ID:    9337
Date:        21/11/2007
Time:        15:23:31
User:        N/A
Computer:    KHMX01
Description:
OALGen did not find any recipients in address list '\Global Address List'.
This offline address list will not be generated.

I cannot find any information to help me!

I have 1 Exchange 2003 sp2 running on windows 2003 sp2 server, all patched
and up to date.

ANY help is appreciated!

Dgoldman [MSFT]

Make sure your information store has an offline address list associated with
it. Also make sure that you have changed any permissions in the active
directory.
