Using Exmerge to remove emails

I'm using Exmerge to remove unwanted emails from a school network. That's
fine if the email has an attachment or a subject.
Is there a way to search for emails when they do not have a subject or an
attachment?

Should I use another tool? If so what?

If you need to be more granular in your searches then you will need a third
party tool.   Ontrack Powercontrols with the Advanced Search Agent allows
you to search the Message Body and Attachment Text.  Very nice tool which
can also be used for backup and recovery purposes.
