Exchange 2003: Meeting room appointments booked as resources getting overbooked

An odd issue here. We run Exchange 2003 on a Windows 2000 domain, and
all clients use Outlook 2003. On at least one of our meeting rooms
there have been a few incidents of appointments booked by users being
over-written by others. The meeting room is set to accept all bookings
except when it conflicts with an existing one. The default permission
for anyone in the organisation is also author, so no one should be
able to over-write anyone else's booking. I looked in the user's
calendar, and her original meeting was there, and it looked correct
with the meeting room booked as a resource. When I open up the mailbox
of the meeting room and look at the calendar, all it shows is the
appointment of one of her colleagues who booked the meeting later in
the day. What is the likely explanation for this?

Many thanks,

QH

The likely explanation is that direct booking doesn't work all that well.
You could get a copy of a third party product like http://www.swinc.com/erm,
or upgrade to Exchange 2007, which is supposed to handle this a lot better
with native function as opposed to an add-on.
